Airborne319 : loitering involves their being On private property ( the street curb is not that), or in a 'posted' area, which explicitly states that No Loitering is allowed; again on Private Property, such as a Quick Stop/ 7/11 store establishment. you are actually impeding Their rights, when you approach them. Do so all you please, but if they feel threatened, your 'platform' might not heal their response. Again: Safety First. Call the NON emergency line,and LEO will respond asap. It Will triage low on their squad screen, as it IS without harm or incident. Be patient.

@1836 : You're missing the point. If some is sitting in a car in front of your house long enough draw your attention, what exactly do you think is wrong with asking them if you can help them in a command voice. If they move along which most should, no big deal. I get it that you're probably afraid to confront someone, but your concern over it won't deter me from my responsibility. If they choose to escalate, so be it. Either way, I'm still going out there.
