The owner can and should tow a vehicle that doesn't have handicap permit.

This just chaps my hide!! Zero cars in the parking lot, no handicap plate, no handicap placard and no handicap people exiting the vehicle that I can tell â€¦

Not all disabilities are visible. However parking like that is rude. Maybe they forgot their placard. Maybe it's a loaner car and the placard was left in their car at a repair shop. Lots of possibilities and judgemental thought into one car parked ****ed up.

@Kittle : Amen ! I see that alot, too lazy to walk an extra 15 steps each way or they are part of the "me " crowd. I am more important than you. Jesus says, you are more important than me.

@TOJ : Some are mentally handicapped with a condition known as, "I'm too important to care" syndrome...

As a volunteer parking enforcement officer for the city of Houston in the Kingwood area, I'm not surprised by this. It's an ongoing issue! Drivers forgetting to display a placard is one of the biggest problems.

why do you care? If the lot was full sure, maybe. it is not like handicapped person cant find a spot near the same one. the handicap parking spot ration has become over the top and most of them are empty.

@TOJ : You blocked out the license plate, so I can't say for certain, they lacked a disabled plate.
