@PinkLipstick : No, it just means that the CoH is putting Perry Homes on notice that they will file a lawsuit if anything happens in the future.

Google 'what is the difference between a cease & desist and a temporary injunction. First thing that comes up explains it perfectly. 4951

@justanirishgirl : I seriously doubt it because the damage would have already been done - it HAS ALREADY been done in reality. Because the developer and Perry Homes altered the flow of the drainage, people's homes flooded. Montgomery County and CoH neither did anything at that time and they have done nothing since. A C&D order is just a plea to 'please don't do that again or we will do something (maybe). It's meaningless and the CoH knows it or they would have gone with a temporary injunction. 4951

Guys, a cease & desist is only a formal warning to immediately stop doing whatever it is you're doing. It's not a court order. However, if the cease & desist is ignored and the problem continues, the people ignoring the request are in major trouble and put themselves at serious risk for ramifications. All hope is not lost. Trust the process. Keep applying pressure. 4951
