According to the White House and CMS, it is being paid from the Medicare Improvement Fund, a fund Congress established in 2008. Here's the important distinction: Fund: Medicare Improvement Fund (MIF) Congress originally funded it: with about $2 billion for improvements to traditional, fee-for-service Medicare. Trump's administration is using it now: to provide a one-time $90 Part B premium rebate to about 20.8 million eligible people. Total cost: roughly $1.87 billion ($90 × 20.8 million), which is within the roughly $2 billion fund. It is specifically a rebate against October 2026 Part B premiums, not a permanent $90 increase in Social Security. There is an interesting wrinkle, though: the fund was created by Congress, not by Trump, and the White House says it had about $2 billion available. The White House also claims previous Congresses had used some of the fund for other purposes; that characterization is disputed in how the history is described. So, in plain English: the $90 is coming from money Congress had already set aside for Medicare-not from Trump's personal funds, and not from a new tax on Medicare recipients.
