Dog poo smells horrid...

How do you suppose this is dealt with when the office won't take care of it and confrontation can and will turn south fast?

I can't even use my grill or do anything on my balcony without gagging from the smell... not to mention the perps also bark/whine and complain because the owners lock them outside in all sorts of weather with all the poo...

That's pretty gross.  Show that picture to management.  If your management won't do anything, I'd call the police for them to make a report, or have them take it from there.  You shouldn't have to live next to idiots like that.

When I lived in an apartment, I had neighbors that did the same thing.  I told the management that they better take care of it or I would call the health department on the complex.

take the picture to the office manager & tell them you will be moving if something is not done about it . You have a good reason to move & if they don't do anything about it , then move. Even if you have a lease you have a good reason to break the lease if they will not do anything about it.
 
Or if you do not want to involve the manager , connect a garden hose to your kitchen sink & spray away all the poop . After awhile they will get the point  if their patio stays wet 24 / 7 . If the manager says something to you about the wet patio show him the poop picture & tell him that's what you were cleaning up .

You can call animal control about the condition the dogs are left in.  They won't tell them who called.  Poor dogs and poor you!

So where exactly is their balcony compared to your balcony?  Are they above you? And the poop is falling down onto your balcony?  Or are they next to you and the owners are throwing it over onto your balcony?  Sorry I'm confused.....

I would get a gallon fo bleach & a gallon of amonia and have a good ol' amonia fest....guarantee that will take care of the problem...run quick after you release the hounds...lol!   Animated Emoticons
